An evaluative rubric for programme review
State what good looks like before you read the evidence

An example evaluative rubric for one area of a university programme review: teaching quality as students experience it and as the programme responds to it. It sets out four levels across three criteria, so a review panel can state its standards before reading the evidence and explain each judgement. Adapt the wording with academics and students. Koji's student interviews can supply the specific qualitative evidence the standards refer to.
What's in this reference table
| Level | Student experience | Evidence of learning | Acting on feedback |
|---|---|---|---|
| Excellent | Most students describe specific teaching that helped them learn; concerns are minor | Assessment results and external examiner reports show outcomes are met across modules | Changes made in response to feedback are recorded and students can name them |
| Good | Most students are positive; one or two recurring concerns with clear causes | Outcomes are met in most modules; gaps are known and explained | Main concerns have documented responses; some are still in progress |
| Adequate | Mixed views; recurring concerns across several modules | Outcomes are met overall but some modules show persistent gaps | Concerns are acknowledged but responses are vague or late |
| Poor | Widespread, consistent concerns about teaching across the programme | Evidence that outcomes are not being met, or no evidence at all | Feedback is collected but there is no record of what was done |
