Framework
Six elements of quality culture in higher education
What links a quality system to real improvement, from a realist review

A framework for quality officers, deans and programme directors, based on a realist review of quality culture in higher education. Leadership and communication link formal quality procedures to the values staff actually hold, and quality culture works through staff commitment, shared ownership, empowerment and knowledge. Use it to check whether course evaluation results reach people who can act on them. Koji reports group student feedback into themes with quotes, which supports the knowledge element.
What's in this framework
- Leadership: Leaders steer resources, clarify roles and responsibilities, and build partnerships.
- Communication: Spread the strategy, assess results and find out what staff believe.
- Staff commitment: People care about quality in their own teaching, not just in the paperwork.
- Shared ownership: Staff see quality as their job, not the quality office's.
- Empowerment: Academics have room to use their own expertise when they act on results.
- Knowledge: Staff understand the results well enough to act on them.
